Port Harcourt Refinery Receives 475,600 Oil Barrels To Resume Operations

The Port Harcourt Refinery is set to start operations following the supply of 475,000 barrels of crude oil by Shell Petroleum Development Company Limited.

The Port Harcourt Refinery gears up to commence operations by delivering 475,600 barrels of crude oil to Shell Petroleum Development Company Limited.

The announcement of the Port Harcourt Refinery’s impending restart comes with a notable collaboration between key stakeholders. Shell Petroleum Development Company Limited (SPDC), a major player in Nigeria’s oil and gas sector, has delivered a substantial amount of crude oil, totaling 475,600 barrels, to support the refinery’s operations. This collaborative effort underscores the importance of partnerships in revitalizing Nigeria’s energy infrastructure. By leveraging the resources and expertise of both public and private entities, the pathway to sustainable energy production becomes clearer.

Central to the revival of the Port Harcourt refinery is the rehabilitation work undertaken by the Nigerian National Petroleum Corporation (NNPC) Limited. Phase One of the rehabilitation efforts, focused on the refinery’s Area 5 Plant, has been successfully completed, achieving mechanical completion within the designated timeframe. This milestone highlights NNPC Ltd.’s commitment to enhancing the refinery’s efficiency and capacity, laying the groundwork for its seamless transition back into operation.

According to a statement released by Shell, this significant progress owes its success to meticulous planning, cooperative efforts, and the unwavering commitment of teams from the Bonny Oil and Gas Terminal (BOGT) and Port Harcourt Refinery Company (PHRC).

Various essential tasks, such as pressure and leak testing for pipeline integrity, were diligently carried out at the terminal by relevant subsidiaries of NNPC Limited. Additionally, integrity checks and maintenance activities on the oil and gas terminal, BOT refinery export pumps, and associated instrumentations were accomplished through the dedicated efforts of the BOT operations and maintenance teams.

Shell emphasized, “The resumption of crude oil supply from the Bonny Oil and Gas Terminal to Port Harcourt Refinery marks a significant milestone and a positive shift for the industry and the nation. Both teams’ collaborative efforts and dedication were pivotal in surmounting challenges and ensuring a safe and efficient supply operation.”

This achievement aligns with the government’s goal of ensuring a consistent supply of petroleum products to the downstream market, bolstering the nation’s economy.

Meanwhile, the Nigerian National Petroleum Company (NNPC) Ltd. announced the completion of rehabilitation work on Area 5 Plant of the PHRC, fulfilling its commitment to achieve mechanical completion within the stipulated timeframe.

Rehabilitation efforts have been underway at the refinery for over two years, with NNPC Ltd. pledging to complete Phase One of the project, including mechanical completion and flare start-up, by December 31st, 2023.

During an inspection tour of the rehabilitation project, Mr. Mele Kyari, the Group Chief Executive Officer of NNPC Ltd., revealed that as of December 15th, 2023, 84.4% of Area 5 Plant and 77.4% of the entire rehabilitation project had been completed.

As Nigeria strives to modernize its energy infrastructure, environmental sustainability remains a critical consideration. The rehabilitation and restart of the Port Harcourt refinery present an opportunity to incorporate best practices in environmental management and emissions control. By implementing state-of-the-art technologies and adhering to stringent environmental standards, the refinery can minimize its ecological footprint while maximizing operational efficiency.

The imminent restart of operations at the Port Harcourt Refinery marks a significant milestone in Nigeria’s quest for energy security and economic prosperity. Through collaborative efforts and diligent rehabilitation work, key stakeholders are paving the way for the refinery to once again contribute meaningfully to the nation’s energy landscape. As Nigeria continues its journey towards sustainable development, the revival of vital infrastructure like the Port Harcourt Refinery serves as a beacon of progress and possibility in the pursuit of a brighter future.
